How to Submit a Proposed Project electronically
1. Review proposal criteria and take self test.

2. Download and complete the Unsolicited Proposal Application and save it on your computer.

3. Complete the Unsolicited Proposal Application cover sheet, print a copy for your records and click on the submit button. You will then be prompted to attach your completed Application. Attach your completed Application and it will be e-mailed to NEEA.

4. NEEA will e-mail an acknowledgement of receipt of the documents to the applicant

How to Submit a Proposed Project in Hard Copy
Please send the application electronically via this Web site when possible. If necessary the application can be sent via regular mail in hard copy with a copy of the completed Unsolicited Proposal Application on a floppy disk or CD. Your contact information should be completed on the cover sheet.

  • Faxed copies will not be accepted.
  • All 10 questions on Unsolicited Proposal Application must be answered and all information completed on the cover sheet.
  • If you do not receive notification of receipt of your submitted materials within 10 business days after submitting, please contact us.
  • NEEA is not responsible for any lost proposals and has no responsibility to accept any proposals.
  • Do not send any confidential or proprietary information or materials.
  • The process for submitting unsolicited proposals is open continuously. However, NEEA reserves the right to alter procedures or discontinue the process at any time.
  • No proposals exceeding the six-page limit will be accepted.
