The process for submitting your proposal follows a four-phase process.

Phase 1: Proposed Project Application and Review
Submit the completed Unsolicited Proposal Application, which can be no longer than six pages. Following review the applicant will be notified that either:
  • The proposed project passed the initial phase and the applicant is invited to participate in Phase 2, or,
  • Further explanation or clarification is requested or,
  • The proposed project does not sufficiently meet one or more of NEEA's criteria for project approval.
This phase will take 8-10 weeks.

Phase 2: Project Proposal Development and Due Diligence
NEEA staff will conduct a more detailed evaluation of the proposed project, based on NEEA’s criteria, including an independent analysis of the cost-effectiveness of the proposal. Staff may request additional supporting information including an applicant's business plan, key staff resumes, capitalization plan and marketing materials.

The proposer will be notified whether or not the proposal will move to Phase 3

Phase 3: NEEA Board Committee Review and Recommendation
NEEA staff will present the project proposal and its due diligence report to the NEEA Board Portfolio Development Committee. The committee will review a recommendation for funding the project, which will later be presented to the full NEEA Board of Directors. The applicant does not attend the committee meeting. There may be iterations made to the recommendation depending on questions or clarification required from the Board committee.

This phase takes a minimum of three months

Phase 4: NEEA Board Review and Funding Decision
NEEA staff and members of the Board Portfolio Development Committee will present the project proposal, the due diligence report and the Portfolio Development Committee's recommendation to the full Board of Directors for review and approval. The Board has full authority to accept or decline project proposals. There is no appeals process.

Applicants will be notified of the date the project proposal will be presented. The meetings are open to the public and applicants are invited to attend. However, they will not be allowed to present to the Board. This phase of the process may also have iterations depending on questions or clarifications required from the Board of Directors.

The applicant will be notified of the Board's decision. If the project proposal is funded, NEEA staff will work with the applicant to develop a detailed statement of work and contract. Until a contract is signed by both parties, no contractual relationship exists between NEEA and the applicant. As such, NEEA is under no obligation to proceed with the project at any time prior to signing of a contract.

This phase takes a minimum of three months.
